A medal in the shape of a Maltese cross. The medal is joined to a ribbon from a top metal circle by a gold metal band and gold link. The gold metal band has a number engraved in the back. The ribbon is vertical stripes, with a larger red stripe in the middle, white stripes on either side of it, and blue stripes on the outside of the ribbon. A gold metal pin with a pin back is secured on the top of the ribbon and sewed to the back. The metal Maltese cross has gold metal rays reaching out from the middle of the cross between the four points. The outline of the cross shape is in blue enamel just inside the outer gold, a line of gold showing inside the blue, and white filling in the points. In the center of the cross is two raised concentric circles with raised text in between them. The inner circle has red enamel with an gold image of an eagle with outstretched wings and leaves clutched in its talons to either side. This middle of the medal is covered in a smooth coating. On the back of the medal is an identical design on the points of the cross. In the center of the back, there are two concentric circles with text in between. In the middle of this is a red enameled design with a gold image of candle, crossed swords behind it, and branches with leaves along the bottom edge. A line of gold stars continue along the sides and top of the image.
